Voice-only recharge plans: who should choose them

Not everyone needs mobile data. Elderly parents with a basic phone, people with Wi-Fi at home and work, or anyone using a second SIM only for calls often pay for data they never use. Voice-only plans fix that.
What changed
TRAI’s revised consumer protection rules require operators to offer vouchers with only calls and SMS, including at least one that lasts more than 30 days and one that renews on the same date every month. These rules took effect on 21 October 2026, and operators have been adding new voice-only plans.
Examples of voice-only plans
| Operator | Price | Validity | Benefits |
|---|---|---|---|
| Airtel | ₹185 | 28 days | Unlimited calls, 300 SMS |
| Airtel | ₹206 | 1 calendar month | Unlimited calls, 300 SMS |
| Airtel | ₹1,849 | 365 days | Unlimited calls, 3,600 SMS |
| Jio | ₹448 | 84 days | Unlimited calls, 1,000 SMS |
| Jio | ₹1,748 | 365 days | Unlimited calls, 3,600 SMS |
| BSNL | ₹439 | 80 days | Unlimited calls, 300 SMS |
Who should choose a voice-only plan
- Feature phone users who cannot use data anyway.
- People who are always on Wi-Fi and only need calls on the go.
- A second SIM kept for calls and bank OTPs.
Who should not
If you use UPI, maps or WhatsApp outside Wi-Fi, you need data. A small data plan will be more useful than a voice-only plan plus separate data packs.
Frequently asked questions
Why are operators launching voice-only plans?
TRAI’s revised consumer protection rules, effective 21 October 2026, require calls-and-SMS-only vouchers.
Can I use UPI on a voice-only plan?
Not on mobile data, because the plan has no data. UPI apps need internet, so you would need Wi-Fi or a data pack.
Which is the cheapest yearly voice-only plan?
In our list, Jio ₹1,748 for 365 days with unlimited calls and 3,600 SMS.
Prices are taken from public plan listings in October 2026. Operators change plans often, so always check the final price on the official app or website before you pay.
